Kazakhstan Adoptions: Preparing a dossier
Many documents are required for Kazakhstani adoption. For every document, the Kazakhstan Embassy will need one original and one translated copy. It also requires two photocopies of the original dossier with translations, an extra copy of home study documents with translations, and a short cover letter.
The original documents must be notarized by a State Notary, and authenticated by the Secretary of State’s office. All paperwork should be certified that they are true and legal in the eyes of the U.S. and Kazakhstan governments.
The documents required include: a letter of adoption intent, the parent’s commitment letter to Kazakhstan adoption law, Home Study documents, International Adoption Agency “Certificate of Approval,” Post Adoption Reports Commitment, parent FBI Background checks, Medical Forms, and bank letters.
You may request a copy of your FBI Identification Record for the purposes of foreign adoption. You will also need to include all appropriate fingerprinting. Most local police stations can fingerprint you for a small fee.
All prospective adoptive parents should visit the Embassy of Kazakhstan website and read this document on dossier preparation. Dossiers with missing paperwork or errors will be returned to the adoption agency for correction. They are then transferred to the MFA in Astana for processing, and later sent to the Ministry of Education for review.
Next, the dossier is forwarded to the guardianship body in the town where the parents wish to adopt. Once it has cleared, a letter will be issued inviting them to Kazakhstan. This letter is necessary to obtain a Kazakhstani visa.
When the visas are issued, the couple is free to travel and proceed with the adoption. Visitors must be disclosed as a foreigner to Kazakhstan either by the Embassy of Kazakhstan or by a passport control officer.
Prospective parents going abroad are encouraged to register with the nearest U.S. Embassy or Consulate through the State Department’s travel registration website, and obtain updated security information.
